Treasurer’s Escrow Program
The County Treasurer is the county’s investment authority, placing county funds in investments approved under Ohio law.
The most important goal for the county’s investments is the preservation of principal. Our investments are of the types that ordinarily cannot lose money. These include simple bank accounts, Certificates of Deposits, Federal Agency Bonds, Commercial Paper and the quasi-mutual fund known as STAR Ohio, set up by the Ohio Treasurer of State as an investment vehicle for Ohio governmental entities.
All interest generated through the county’s investments is paid to the Commissioner’s General Fund unless the law specifies that interest earned be paid back into the fund that generated it, such as the county’s Road and Bridge fund.
County Investment policy is set by the county’s Investment Advisory Committee which consists of two County Commissioners and the County Treasurer. The IAC meets quarterly.
